Los Angeles Development Reform

Los Angeles was well known for an unpredictable and what some held as a value-destroying land entitlement and permitting process.  The mayor’s Office of Los Angeles made a review and improvement of the process a top priority in appointing the blue ribbon “Development Reform Committee.”

Miralto was retained to help charter the committee and staff formulation of the critical analysis and formal recommendations.  To anchor the change with management we engaged the top twelve city department heads directly involved in permitting in co-authoring dozens of administrative, regulatory, and process changes for “business permitting in a friendly way.”  The report was well received and resulted in council support for dozens of improvements in processes, technology, and staff training.
